Because it was introduced in 2011 and the stage is about Intel's high-end platform in 2010.
are windsor F3 stepping allowed?
Sargas was not high-end and therefore not included in the competition.
All Windsor F3 were launched in 2006, except for the 6000+ and the 6400+. So, all are allowed, except for the two 6x00+ ones.

I tried to check Intel ARK... but the release date isn't listed. Instead of the status being "Launched" with a date, it's EOIS, or "End of Interactive Support".

The Pentium 3 1.1GHz was released in 2001, not 2000. It should not be allowed in the Coppermine stage.
