No, thats XFR dropping the voltage since no real load is being applied. At all core boost XFR was probably feeding it 1.53v-1.55v but it tends to give it a bit too much at times. For perspective, on my 4.45ghz daily setup it takes 1.45v to be IBT AVX stable.
