From Intel Website: IntelĀ® Turbo Boost Technology automatically runs the processor core faster than the marked frequency. The part must operate under power, temperature, and current specifications limits of the thermal design power (TDP). Using the correct specifications results in increased performance of both single and multi-threaded applications.
So, there is no way to keep it at turbo speed frequency all the time, especially for all cores.
